RETURN TO HONOR Advisor Biographies

Brigadier General Ralph Pasini
Michael Baker Jr. Inc., US Air Force Retired
Ralph Pasini is currently an employee of Michael Baker Jr., Inc., an architectural firm handling a variety of BRAC issues.  He is a veteran military and commercial pilot, with both Flight Engineers and Airline Transport Pilot ratings.  His previous work experience includes the Software Engineering Institute and the Research Institute at Carnegie Mellon University providing engineering support to the United States military. As an independent consultant, he helped found Formation 3, Inc., a management and consulting practice in Pittsburgh, PA. 

Mr. Pasini served as a Brigadier General in the United States Air Force with 29 years of experience, including three joint tours of duty with other services and allied nations.  He commanded at the squadron, group, and wing levels, and in his final assignment was the Deputy Director of J-7, Joint Staff, Pentagon, where he was responsible for conventional war plans, interoperability, and transformation.

He has headed various organizations including the Rapid Reaction Force Air Staff in NATO, and was the Commander of the Fifth Heavy Bombardment Wing (B-52H), Minot AFB, ND. He hosted the first ever Strategic Arms Reduction Treaty (START) inspection in the United States by the nations of Russia, Ukraine, and Kazakhstan, a major post Cold War event.  He also served as a Senior Controller in the Strategic Air Commands deep underground bunker, responsible for survival launch of American military forces under attack.

He has received numerous military and civilian awards, and currently serves on the Board of Directors of the John P. Murtha Center for Homeland Security at Indiana University of Pennsylvania.   He was given the Honorary West Virginia Citizen Award by the Governor of West Virginia in 1999.

Mr. Pasini is a graduate of West Virginia University, and received his Master’s Degree from Southern Illinois University. He completed Senior Government Executive courses at Harvard’s John F. Kennedy School of Government and at Johns Hopkins School of Advanced International Studies. He completed the Squadron Officer School, Air Command and Staff College, the Air War College, and the Combined Air Warfare School while on active duty.
